The Challenge

The Ministry of Religious Affairs has been utilizing Education Management Information System (EMIS) – since this Islamic Education data collection system was established in 1998. EMIS 4.0 was launched recently to replace the previous system, and expected to become a more strategic instrument to inform knowledge-based policy making for better access, quality of delivery, and governance of the Islamic Education at various levels. All actors and stakeholder groups in this sector, must be prepared and enabled to run EMIS 4.0 appropriately. That is where ID COMM was appointed to take change management approach and help achieving those goals.

Our Approach

ID COMM conducted several assessments and reforms in EMIS 4.0 operations, covering legal and policy, business model and technology, management of human resources, and communication to change agents (particularly the system operators who are titled as User Champions). ID COMM worked with experts in law, policy and regulation, in business governance, risk and compliance, in people’s development, as well as in advocacy and communications.

The Result

ID COMM prepared and enabling the ecosystem and empowered the people to change their mindset, behaviour, and act accordingly to achieve the common goals. At the legal and policy front ID COMM made available of policy instruments namely the Technical Guidelines for Managing Educational Data at the School Level (now is already formalized) and a Draft Decree of the Minister of Religious Affairs on Change Management for the Management of Education Data at the Ministry of Religious Affairs – for use and compliance by the related actors. At the business operations and technology front, the MoRA was equipped by ID COMM with Analysis Report on Eligibility and Recommendations for EMIS Adjustments/Improvements and drafting several Standard Operating Procedures (SOPs). With regards to HR development, ID COMM supported hundreds of User Champions and Head of Madrasahs with capacity building programs in many cities.. And for the communication to change agents, ID COMM introduced knowledge-sharing platforms, series of educational content packaged in creative ways, easy to circulate information products, and presented User Champion EMIS 4.0 National Exemplary Awards as a platform for acknowledgment and reward to change agents.
